Here's what I do:
1. Download Winterboard Via Cydia on your iPhone.
2. Install iPhone Browser on your pc.
3. Download this theme. Extract the .zip/.rar file.
4. Open iPhone Browser and connect you iPhone.
5. In iPhone Browser, click Goto Location>Winterboard themes.
6. Drag and drop the theme folder in the iPhone Browser Window.
